THERE WAS A HORSE THAT WAS TIED UP TO A 15 FEET ROPE AND THERE WAS HAY THAT WAS 25 FEET AWAY FROM HIM BUT THE HORSE STILL COULD REACH THE HAY. HOW??

the horse is tied to a rope but the rope is not tied to anything else...so the horse can move around freely

The rope tied to the horse is not tied to any pole or any fixed place. So the horse can move and reach to the hay.
